The Former President's Progressive Alarm Misses The Continent's Real Threat: Technological Stagnation.

The recent US national security strategy offers a flawed view of the European Union. It claims that unrestrained immigration and so-called "progressive" agendas pose an existential risk to European civilization. Yet, this argument is based on a serious misreading of the situation. The true danger confronting Europe is not cultural but technological and economic backwardness.

The Stark Economic Divide Between Europe and the US

The data reveal a sobering picture. Between 2008 and 2023, American economic output grew by 87%, while a mere thirteen and a half percent growth for the EU. Over this period, European income per person dropped from 76.5% to just 50% of the US level. Remarkably, even the poorest US state now has a higher per capita income than major EU nations like Italy and France.

Today, about 50% of the global top fifty technology firms are US-based, while a mere four are from Europe.

The Technological Deficit: A Critical Problem

This widening economic gap stems from superior productivity growth in the United States, largely due to technological innovation and higher total factor productivity. The scene of world technology leadership is decidedly American. Over the past five decades, 241 US firms have scaled into companies valued at more than ten billion dollars, compared with just 14 in the European continent.

This disparity raises a pressing issue: As the competition for tomorrow's sectors like AI, semiconductors, and fusion energy, what is Europe stand? Most analysts concede it is largely a two-horse race involving the US and China, with Europe starting at a significant handicap.

Root Causes of the Continent's Innovation Gap

A number of major reasons account for this innovation chasm.

  • Venture Capital: The United States has a far deeper and agile system for financing new ventures. Europe has yet to establish a genuine capital markets union, which limits the scale of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hamper European business. A US startup can introduce a service under one set of laws to access a market of over 330 million. The European Union, despite a larger population size, is split among twenty-seven different national regimes, creating huge market obstacles.
  • Cultural Attitudes: Views on risk-taking vary greatly. In parts of Europe, a startup's collapse was historically viewed with penalties, whereas in the US, it is often seen as a valuable lesson.
  • Military Investment: The US benefits from a deeply integrated innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has eroded its capacity for pioneering research.

A Path Forward: Grounds for Cautious Optimism

In spite of these hurdles, one can find reasons for hope. European leaders are increasingly aware of the severe threat and have started to propose serious reform. Key reports on EU competitiveness and the internal market point to the necessity of sweeping changes.

Given appropriate incentives and regulatory reforms, these assets could support far greater degrees of business-led breakthroughs.

The continent retains significant advantages: skilled workforce, top-tier education systems, and world-class labs. Coupled with a large internal market and high savings rates, these foundations could unleash a surge of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in developing next-generation tech, it can still significantly boost economic output by implementing and tailoring innovations from other regions.

An Inflection Point

Europe now faces a critical moment. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". To date, the continent's technological decline has been gradual. However, without bold steps to address its structural weaknesses, today's slow erosion could give way to a sudden and irreversible decline in global economic relevance.
